I am not really liking all the free themes on drupal.org but at least they are a start and not sure what the process is for theming a site.

There are several sources for learning drupal. http://www.drupal.org
I personally like http://www.learnbythedrop.com

I found a new site for themes and drupal templates, http://www.drupalthemesonly.com
They don’t place their link on your page if you use their templates and all of them are free. I reckon they have some info on making your own themes as well. (Not as much as the drupal community though.)
